The municipality of São Domingos do Capim has a vast territory and communities distributed in rural and riverside areas that are difficult to access. This reality poses challenges to the provision of essential public services, especially in the areas of health, environment, social assistance, and education. To address this territorial inequality and promote public management closer to the people, the "Mobile City Hall" Project was created, an innovative and integrated action that brings public power to the communities, guaranteeing access to citizenship and quality services throughout the municipality.
Within the scope of the Municipal Secretariat for the Environment and Sustainability (SEMMAS), the project plays a fundamental role: working directly with communities through initiatives in environmental education, fire management, solid waste management, environmental regularization, and simplified licensing. These activities bring the population closer to sustainable practices and strengthen local environmental governance, creating an environment conducive to the preservation of natural resources and the sustainable development of communities.
The project is consolidating itself as an instrument of decentralized public policy, connecting the government to local realities, generating administrative efficiency, and encouraging citizen participation. In addition to reducing inequalities in access, the program strengthens environmental awareness, encourages shared responsibility, and fosters new economic opportunities in rural and urban areas.
The expansion of the "Itinerant City Hall" requires financial and technical support to structure its field actions, acquire sustainable equipment, and expand its territorial reach, transforming the initiative into a permanent social inclusion program. Therefore, participation in COP30 aims to present the project to national and international investors and partners interested in strengthening local environmental management and community-based sustainable development.
Thus, the "Itinerant City Hall" Project represents a new way of doing public management in the Amazon: participatory, inclusive, and environmentally responsible, aligned with SDGs 10, 11, 13, and 16 and the principles of local climate governance promoted at COP30.

O Projeto “Prefeitura Itinerante” leva os serviços públicos até as comunidades de São Domingos do Capim, fortalecendo a cidadania, a educação ambiental e a gestão participativa. Por meio da SEMMAS, promove ações diretas sobre resíduos sólidos, manejo do fogo e sustentabilidade, ampliando o alcance da política ambiental municipal. A iniciativa busca parcerias e investimentos para se tornar um programa permanente de inclusão e desenvolvimento sustentável.
